Project Goals

Development of transitional housing for homeless youth. This goal is identified in the Multnomah County’s “Committee Report on Service Plan and Allocation Recommendation, Ad Hoc Committee on Downtown Portland Homeless Youth Services.”
Project Description
The project involves the construction of a new 30,000 square foot, four-story (plus half-basement) facility that will house Outside In’s transitional housing, administrative offices and non-housing programs (health clinic, employment training program, day program, case management, HIV program, and institutional kitchen).
The project includes 30 transitional housing beds, all subject to PDC affordability restrictions at 30% of median family income (MFI) for a period of 60 years. The project is located on a 13,000 square foot site located mid-block on the east side of SW 13th Avenue between SW Main and SW Jefferson streets.
PDC's Partners
Owner/Program Operator: Outside In is the owner, developer, and operator of the project. The organization was founded in 1970 to address the needs of homeless and runaway youth in Portland.
Outside In operates a variety of programs and services that include: transitional housing, health clinic, employment training program, day program, case management services, and HIV program.

PDC's Involvement

| PDC provided a $1,540,000 recapturable grant to Outside In to develop a 30-bed Transitional Housing Program for Homeless Youth. The grant was funded with $500,000 in Community Development Block Grant funds and $1,040,000 in Tax Increment Financing (TIF) from the South Park Blocks Urban Renewal Area. |
