Project Goals

Project Description

Loaves & Fishes is relocating its current 4,000 square foot downtown location at the Elm Court Center in the downtown YWCA and expanding to a 6,000 square foot space at the ground floor, street level of the St. Francis Apartments. The St. Francis is owned by Housing Authority of Portland (HAP). Loaves and Fishes is a non-profit organization established in 1969 with a mission to provide free or low cost meals and other social services for low-income seniors.

The center serves meals seven days a week as part of its Meals-on-Wheels program to some of the most isolated and at-risk seniors within the immediate and surrounding area. In 2006, the center served 140,000 meals to more than 1,600 senior and disabled individuals with the help of over 1,000 volunteers.

Loaves and Fishes anticipates moving out of the YWCA in late winter/early spring 2007 and will enter into a 10-year triple-net lease with HAP.

PDC's Involvement

Providing $200,000 in Tax Increment Financing (TIF) in the form of a conditional grant in FY 2006-07 for tenant improvements in new relocated commercial space in the amount of $200,000.
