Killingsworth Station Project

The Killingsworth Station Project is located on a PDC-owned property on the northeast corner of the intersection of Interstate and Killingsworth Avenues.

History — In January 2004, following a Request for Proposals (RFP), PDC selected a development team for its Killingsworth Station property and began negotiations for its development. The original plan was to accommodate both for-sale and affordable rental housing on the site. Negotiations were terminated in November 2005, when the developer determined that the proposed project was not feasible.


Based upon significant public outreach efforts, PDC issued a new RFP for its site in March 2006. The new RFP required a minimum of 40 ownership housing units with middle-income opportunities and retail commercial space. The rental housing component that was a feature of the previous RFP was eliminated due to project feasibility and the opportunity for rental housing provided by the recently acquired Crown Motel site.


In July 2006, a Selection Advisory Committee comprised of neighborhood, community, affordable housing, and development representatives, recommended selection of the Winkler Development Corporation. The Portland Development Commission’s Board concurred with this recommendation, and in August 2006, they authorized PDC’s Executive Director to negotiate with the selected developer.

Revised Project

The revised Killingsworth Station Project is anticipated to be developed as a mixed-income affordable homeownership project with approximately 48 one-bedroom condominium units and 6 two-bedroom condominium units (54 total units) with just over 9,000 square feet of neighborhood serving retail space. Approximately half of the condominium units are anticipated to be affordable to households with incomes that are 80-100% of the median family income for the Portland metropolitan area.

Next Steps/Timeline

The PDC Board of Commissioners approved a Disposition & Development Agreement (DDA) with Winkler Development Corporation in January 2007 outlining the joint responsibilities of WDC & PDC in the sale of the Killingworth property. The developer intends to break ground on the project in July 2008, with building completion scheduled toward late summer 2009. There will continue to be opportunities for public involvement in the development of the Killingsworth Station Project through the Interstate Corridor Urban Renewal Advisory Committee and the Overlook Neighborhood Association and as the project moves through the City of Portland's design review.
