Gateway Transit Center Master Plan
The Gateway Transit Center Redevelopment is a multi-phase, multi-use effort. Complete buildout of the site is expected to take between 10-20 years, depending largely on market conditions. The redevelopment of the site will require a partnership of private and public partners, most prominently TriMet and the PDC.

The overall master plan for the Gateway Transit Center will transform an approximately five-acre surface park and ride lot into a signature mixed-use development that will boost transit ridership, provide employment near transit, provide a catalyst for further area development, provide more public open space to serve the site and vicinity, and provide well-designed development at envisioned urban densities. The first two phases alone, anticipated to be completed within the next ten years, will provide up to approximately 262,104 gsf of new development, most likely medical office and senior housing, with a small amount of retail to serve transit riders as well as those within the building.
The redevelopment will capitalize on existing light rail infrastructure as well as the new alignment from the Gateway Transit Center to the Clackamas Town Center, which will boost ridership and provide greater transit service to this site. With the opening of this light rail line in 2009, 7,834 daily riders are anticipated to board or depart on this transit station.
The policy direction for this project is found in Metro’s 1995 adopted 2040 Growth Concept and the Opportunity Gateway Concept Plan and Redevelopment Strategy, the latter developed in 1999 by the Gateway community, PDC and the City of Portland. Both documents envision intense commercial or mixed uses, plus open space in the Gateway Transit Center area. In response, this master plan delivers one of the most dramatic redevelopments imagined in Gateway, providing a mix of uses in three phases, specifically anticipated as up to:
- 409,004 gsf of commercial
- 310,484 gsf of residential
- 246,470 gsf of hotel uses
- 9,000 gsf supporting retail
- 225,555 gsf of open space; and
- 1891 structured parking spaces, adjacent to the Gateway Transit Center
This master plan was collectively developed by the citizen-based Gateway Program Advisory Committee, GBD Architects, Lango-Hansen Landscape Architects, TriMet, PDC, City of Portland and Metro. It was formally adopted by the City of Portland in Spring 2005.

Gateway Transit Center Phase I Redevelopment
The project’s first phase was completed in the fall of 2006 and includes the following:
- A four-story, LEED-certified 101,600 gross square foot (gsf) medical office building shown below on the northern acre of Parcel 2;
- On Parcel 3, a parking garage provides parking for TriMet’s existing Park-and-Ride function as well as a portion of the parking needed for the medical office building employees;
- Enhanced public space, including wider public sidewalks, an enhanced walkway between the Transit Center light rail platform and NE 99th Avenue to the south of the medical office building, and a walkway to the west of the parking garage to connect the Transit Center with the Providence Health System to the north;
- A new, auto drop-off to the south of the medical office building to serve it as well as future development in Phase III;
- Pedestrian plazas located at the two entrances of the medical office building.
- A 250-space remaining temporary surface parking lot to serve medical office building clients.
Medical Office Building (MOB)
The first phase of the medical office building, is owned by The Oregon Clinic and includes 101,600 sq. ft. of medical and day surgery services. Approximately 150 new and transferring jobs have come to the new site, including approximately 20 physicians. An approximately 1,000 sq. ft. retail space is included within the building.
The project is noteworthy in that it is LEED (Leadership in Energy and Environmental Design) Gold Certified, including energy reducing features such as rainwater harvesting, day lighting, high-efficiency gazing, demand-controlled CO2 monitoring, and non-toxic and recycled-content materials. Employees are encouraged to take the adjacent light rail to work.
The project was funded with private and public funds. Public funding included an equity contribution from the Portland Family of Funds, which is allocating Portland New Market Tax Credits for this project.
Designed by GBD Architects, this project was developed by Gerding/Edlen Development Company and constructed by Hoffman Construction.

Parking Garage
Owned by TriMet, and located to the north of the new medical office building, the new parking garage will initially accommodate 564 parking spaces, most of which will be allocated for TriMet park and ride usage. The garage has been built with the ability for five additional stories to be added in the future.
The $9 million garage was financed with Gateway urban renewal funds from the Portland Development Commission.
