Portland Saturday Market: Permanent Home Study
Project Overview
PDC and Portland Saturday Market (PSM) are working together to study potential sites that will secure a permanent home for Saturday Market. In April of 2005, PDC and PSM agreed to mutually explore potential sites and the financial feasibility of meeting the growing needs of Saturday Market vendors and customers. Currently, PSM exists on a patchwork of short-term leases with private property owners, providing little or no long-term certainty (see map). The current situation deters capital investment in the site and related infrastructure, creating a void as surface parking lot during the week. This lack of mid-week activity on the site reinforces adverse social conditions, creates an unsafe area within the neighborhood and imposes the additional burden of weekly cleaning of the site before Market use. The PSM Board’s long-range plan has identified the following major goals for the Market: a permanent location, improved infrastructure, and more protection from the weather. These goals need to be met in a cost efficient manner that allows PSM to provide space at rates that artists and craftspersons can continue to afford.
In October 2005, the City launched a concurrent study, the Ankeny/Burnside Development Framework Project, to assess the opportunities for the area and how to best direct public funding to leverage and spur private investment. The results of the Saturday Market Permanent Home Study and the Portland Public Market Feasibility Study will be used to formulate recommendations for the area as a whole. The City recognizes Ankeny Plaza as the heart of historic Portland and is a focus for multiple opportunities to infuse more weekday life and activities into the Skidmore/Old Town Historic District. The eclectic nature of the neighborhood, including the diversity of residents, businesses, service providers, retail, and cultural amenities, is recognized as an asset to be preserved and promoted as the area revitalizes. The district is particularly vibrant on weekends, due largely to the success of the Saturday Market. The City and community leaders seek to capture the weekend energy seven days a week by encouraging mixed-income residential infill, neighborhood services and the study will explore various options, including the potential creation of a “market district.”
Project Goal
The goal of the Saturday Market Permanent Home Study is to secure a permanent location for the Portland Saturday Market that meets the needs of vendors and the City of Portland.
Public Input
There are multiple opportunities for public input throughout this process. Two Public Open Houses and one Market Vendor Open House were held in November 2005 to solicit public input. Additionally, citizens have sent more than 400 comments to the project website. The Stakeholder Advisory Committee has been relying heavily on public input to review potential sites and make its recommendations. PDC and Portalnd Saturday Market (PSM) strongly encourages citizens to continue sending comments and questions concerning the study. PSM and PDC will be hosting the next Open House in the summer of 2006. Please check the PDC calendar for dates and events.

Updates on the Process
The Portland Saturday Market (PSM) Permanent Home Study has generated considerable citizen interest and feedback. The Study began with a broad look at sites, including the area at or near the current site, as well as sites located throughout the city. After project staff interviewed vendors and the PSM Board to determine criteria that a permanent home must meet, the Stakeholder and Technical Advisory Committees and project staff narrowed the list of sites to the thirteen most promising. Further site studies and conversations with private and public land owners refined the list to seven, which were presented to the public for comment during a series of public events and made available on the project website. Comments were split on leaving the market alone and others that want to see it improved.
Guided by the citizen feedback, the SAC chose four sites favored by the public to be analyzed in more detail. The SAC also chose to consider a fifth site since three of the four initially selected sites were all in close proximity (See maps below).
With study sites selected, project consultants will evaluate how best to develop the sites to meet the needs of Saturday Market vendors and customers. This evaluation will be presented to the SAC as a draft report at their next meeting in February 2006. After the SAC has responded, the broader public will be asked to provide feedback on the remaining permanent home sites. It is expected that the opportunity for comment will continue through spring and summer of 2006.
The ongoing Ankeny/Burnside Development Framework Project will incorporate findings from the Saturday Market Permanent Home Study draft report into the recommendations for the area surrounding Ankeny Plaza. Once the Ankeny/Burnside draft report is available, the SAC will then make their final permanent home site recommendations and forward them to the Portland Development Commission and Portland Saturday Market Board of Directors.Timeline and Decision Making

Essential Site Criteria
- 75,000–80,000 +/- square feet, depending on context
- Long-term availability (20-years+)
- Available on weekends
- Loading access
- Urban setting/central location
- Accessible by multiple transportation modes
Priority Site Criteria
- Utilities: on-site sewer, water, electricity, garbage & recycling services accessible to vendors
- 5,000 square feet of storage on-site or nearby
- Permanent restrooms on site or accessible nearby
- Visible from MAX light rail
- Within a few blocks of MAX light rail station
- Acceptable noise levels
- Appropriate zoning
- Redevelopment potential and FAR requirements allow Portland Saturday Market (PSM) on site
- Compatible with weekday use
- Sufficient protection from weather (roof covering about 1/3 to 1/2 of site)
- Vendor parking within 5-6 blocks
- Customer parking within 1-2 blocks
- Transition timing appropriate for PSM and PDC
Desired Site Criteria
- Smooth surface for rolling carts/kiosks
- Wider aisles for easy customer flow
- Centralized information booth with services
- Improved customer access to ATM services
- Improved vendor access to shared telephone lines for credit card charges
- More opportunities for 10' x 10' booths
- More and varied seating areas throughout the market
- Near a park/open space
- 15,000 to 25,000 sf of lawn area
- 3,000 square feet of office space (need not be on-site)
- Good drainage
- Safe crossing of MAX tracks and major streets
- Permanent stage for entertainment
- On-site loading access
- Clean site/surroundings

Project Oversight
This project is being planned and implemented by the Portland Saturday Market (PSM) Permanent Home Project core team, which was formed in July 2005. PDC and PSM have contracted with Parametrix as the consultant, with Sumner Sharpe as Parametrix’ project manager.
The project is being overseen by Paul Verhoeven from PSM and Amy Miller Dowell from PDC.
