The Third & Fourth Avenue Streetscape Project — A program to generate private investment by businesses and property owners in support of the new 3rd and 4th Avenue Streetscape Improvements Project.
PDC and the Portland Office of Transportation are designing street and sidewalk improvements for the Northwest Third and Fourth Avenue rights-of-way that will significantly enhance the cultural and architectural attributes of Old Town/Chinatown and will foster new investment and redevelopment in a historically depressed neighborhood. The streetscape project is also intended to capitalize on other recent successful endeavors that are beginning to change the face of the neighborhood including the immensely popular Classical Chinese Garden, the new Port of Portland Headquarters and three new residential apartment and condominium projects.

The success of this project should not be measured solely by the completion of construction projects, but rather by the successful combination of public enhancements and private investment that creates new jobs, increased tourism and an improved tax base. Other very important goals for this project include reinforcing and improving the architectural, historical and cultural identity of Chinatown and fostering an environment to infuse new foreign investment in the area. |
