Bee Car Rental Redevelopment Project
Project Overview
PDC seeks proposals from qualified developers for the purchase and redevelopment of an approximately 30,000 square foot site (Property) at 84 NE Weidler St. adjacent to Interstate 5, in the Oregon Convention Center Urban Renewal Area (OCCURA). PDC acquired the property to facilitate clean up and reduce blight. This solicitation #06-24 is a request for proposals (RFP) and requires relatively detailed information on the development team's redevelopment process.
The Property, also known as “Bee Car Rental” in reference to one of its former users, is zoned Central Commercial (CX). The CX zone allows for a variety of uses reflecting “Portland's role as a commercial, cultural and governmental center.” The zoning code goes on to say: “Development is intended to be very intense with high building coverage, large buildings, and buildings placed close together. Development is intended to be pedestrian-oriented with a strong emphasis on a safe and attractive streetscape.”
While this RFP is being issued by PDC’s housing department, PDC is open to a number of uses in keeping with the CX zoning designation. Redevelopment proposals must include active uses in a building(s) with a floor area ratio of at least 1:1, i.e. approximately 30,000 square feet. Residential development is not preferred over other uses, however, the provision of housing affordable to people making 50 percent or less of area median family income could trigger PDC financial assistance (see www.pdc.us/mfi for the current MFI table). Development teams must be capable, experienced and financially sound, with a verifiable ability to invest a minimum of 2 percent of the total project cost in the development Teams must also have done at least one similar project in the last five years. Teams must demonstrate their project is financially feasible without PDC financial assitance.

Background Materials
The following plans and related goals establish the context for future redevelopment of the property.
Oregon Convention Center Urban Renewal Plan (1989):
- Support residential, mixed-use and free-standing projects with the creation of quality amenities and environment.
- Encourage lodging, entertainment, restaurant, and retail development in the corridor between the Convention Center and Lloyd Center.
- Foster the opportunity for office development in the area as mutually supportive of the job growth goal, hotel market, and retail opportunity.
Central City Plan (1988):
- Foster the development of at least 50,000 additional new jobs in the Central City by the year 2010.
- Strengthen the Central City’s role as a retail center, tourist attractor and center for diverse educational programs.
- Encourage the development of housing in a wide range of types and prices and rent levels
- Foster the growth of housing to help reinforce the Central City as a lively urban area, especially during evenings.
Lloyd District Development Strategy (2001):
- Provide housing in the Lloyd District for those who work in the District.
- Encourage/incent a few key [housing] projects to create [a] market.
- Encourage the development of niche office and flex space outside of central [Lloyd District] core area.
- Strengthen the Broadway-Weidler retail/service area

Lloyd District Housing Strategy (2002):
- Increase the availability of housing through development of 3,000 new housing units, produced by the efforts of both the private and public sectors by the year 2015.
- Increase the range of affordability of housing in the District, prioritizing housing opportunities to meet demand not currently served by existing housing options.
- Increase the diversity of housing options to meet needs and preferences of current and future residents and employees of the District.
- Encourage housing development supportive of job growth and increase the balance of housing units available to employees.
