The Lloyd District is a key component of the central city through its development of finance, retail, sports, entertainment, convention hospitality, professional and governmental services. PDC's objective it to encourage the emergence of the area as a hub of the state's tourism / convention / entertainment industry with a livable, 24-hour component of the downtown core. PDC has worked with area residents, associations, and businesses to update the 1989 Area Development Strategy and prepare a new strategy for the next 10 years. Projects identified in the 2001 Area Development Strategy include:
- Broadway/Weidler corridor streetscape
- Support for convention center hotel
- Development of properties to support convention and visitor venues
- Signage, art, and other means to enhance the identity of Lloyd District
- New storefront and predevelopment assistance programs to assist small businesses in commercial corridors.

- Build employment, tourism industry, and housing opportunities
- Capitalize on major public and private investments
- Make transportation and related improvements key to development of the area
