Evaluation Criteria
The HQ Hotel proposals will be evaluated based on the following criteria:
- Program and Design
Number of rooms proposed, distinctiveness and overall quality of design, physical and functional relationship to the OCC, transportation and pedestrian links/impacts, the use of environmentally friendly practices and materials, and the degree to which the size, functionality and quality of the proposed new or expanded hotel will assist in marketing the Oregon Convention Center to first-class convention and trade show events.
- Developer Capability
Proven ability of the Development Team to successfully develop and operate a first class Headquarters Hotel, including experience in successfully developing, financing, designing, constructing, marketing, operating and managing projects similar in size and scope.
- Financial and Business Terms
The type and amount of public assistance and financial participation requested, the nature and amount of risk to be assumed by public entities providing such assistance, the allowance for the reservation of a large block of hotel rooms for large events, and assurance that the project can be completed.
- Overall Responsiveness to RFP
A complete, thorough and quality response to the criteria outlined in the RFP, providing a degree of certainty that the project can proceed as scheduled.
- Development Team Diversity
Quality of the team’s plan to achieve PDC’s Minority, Woman-Owned and Emerging Small Business (MWESB) goals, including the team’s history in recruiting a diverse workforce and proposed methods for inclusion of MWESB contractors in the construction/development process.
