Concept Master Plan Summary
PDC and PDOT have been working with the community to develop a Concept Master Plan for the redevelopment of the gateway site into Portland’s inner northeast neighborhoods and for a series of heritage markers along NE Martin Luther King, Jr. Blvd. This project aims to fulfill the goals of long standing community plans to enhance the identity of the inner northeast neighborhoods.
NE Grand & Hancock Street
Previous community planning documents including The Albina Community Plan (1993), Eliot Neighborhood Plan (1993), Martin Luther King, Jr. Blvd. Transportation Project (1998), and Martin Luther King, Jr. Blvd. Action Plan (2006) have called for the identification of a gateway at the intersection of NE Martin Luther King, Jr. Blvd. and NE Grand. These documents suggest that a gateway should also enhance the pedestrian environment, incorporate multicultural public art, and announce the entrance to a historic area of Portland.
The gateway site includes two parcels bisected by NE Grand Ave. The primary parcel is triangular-shaped, approximately 15,500 square feet, bound by NE Schuyler Street, NE Hancock Street and NE Grand Avenue and is owned by the City of Portland’s Office of Transportation. (Figure right)
In addition, the project proposes the creation of heritage markers at strategic locations along NE Martin Luther King, Jr. Blvd. These heritage markers may honor individuals, cultural or historical events, or topics of significance to the inner northeast neighborhoods of Portland. This series of markers will link the corridor together and help enhance its identity.
PDC, along with a multi-disciplinary consultant team, has been working with the community to create a Gateway and Heritage Markers Concept Master Plan. Guided by a Stakeholder Advisory Group, the team has conducted a variety of community outreach efforts including a series of three public open house events. Public input collected at these events, along with additional comment received through the project website and distributed comment cards, continue to shape the Concept Master Plan. The final Gateway and Heritage Markers Concept Master Plan Report will serve as the foundation for ongoing work as PDC continues to work to secure funding for the final design, construction and maintenance of this important project.
