This project, located on the Northeast corner of the intersection of NE Fremont Street and NE MLK Blvd. will take an underutilized, vacant property and redevelop it with an 11,006 square foot commercial/office building at the corner of NE MLK Jr. Blvd. and NE Fremont Street, with seven for-sale row homes along NE Grand Avenue.

The goals and objectives of the Oregon Convention Center Urban Renewal Plan call for the Project site to be redeveloped for commercial and office uses to promote additional jobs and vitality in this currently underutilized and blighted area.

The Project implements the vision detailed in the Fremont/MLK Vision Study, adopted by City Council in January 2001. This vision calls for a mixed-use commercial building on the corner of Fremont and MLK Blvd., with housing buffering Grand Avenue; the project mirrors the vision very closely.

This project will attempt to meet other public policy goals including showcasing innovative green building techniques by striving to attain LEED Silver Certification. Construction of the project aims to surpass the Commission’s M/W/ESB contracting goals. Developers will strive to attain a goal of M/W/ESB participation of up to 25% of the total commercial construction cost. Finally, it will be a model for a horizontally mixed-use, high-quality project on a small, urban site.

The goal is to redevelop this important corner as a ‘gateway’ into the northeast neighborhoods and have the project serve as a catalyst for other mixed-use development on MLK Blvd. The project will create an estimated 14 jobs. A tenant mix is sought that will be compatible with adjacent residential uses and an effort will be made to attract locally owned commercial tenants. Developer will market residential units to N/NE community.

Significant community participation has helped shape and define the vision for this project. The Fremont/MLK Vision Committee meets regularly to hear updates on the project and advise staff on neighborhood objectives.
