The Portland Development Commission (PDC) has been working with StarTerra, LLC to redevelop PDC-owned Blocks 47 and 49, directly north of the Oregon Convention Center, in conjunction with adjacent property owned by Star Terra, LLC, into a 4-acre mixed-use development.  Star Terra, LLC would construct the project in two-phases. 

Phase I will be located on Block 49, adjacent to Interstate 5. The design for the building has been approved by the Design Review Commission. It is envisioned to be a 350,000 gross square foot office tower that includes 450 parking stalls, a bike hub, and some ground floor retail.

Phase II, which includes Block 47 and the developer’s property, is still being refined, but will likely consist of residential and retail uses, with a portion focused on entertainment venues, and a managed structured parking garage. PDC and Star Terra, LLC signed a Disposition and Development Agreement in July 2008, and the project is anticipated to begin construction in 2010.
