Burnside Bridgehead
Project Overview
In April 2005, the PDC board selected Opus Northwest, LLC (Opus) as the preferred developer for the Burnside Bridgehead project. The selection of Opus was after five months of extensive public meetings, hearings and discussions with community stakeholders to review and consider the different elements of each development proposal, solicited and received by PDC in 2004.
The Burnside Bridgehead Project is envisioned as a mixed-use “gateway” project into the Central Eastside. The project site is situated on four city blocks at the base of the Burnside Bridgehead on the east side of the Willamette River. It is located within the Central Eastside Urban Renewal Area, one of the city’s eleven urban renewal areas.
The project area totals 176,215 square feet. A redevelopment site of this size is rare in the Central City and offers a unique opportunity to develop a landmark retail/commercial, housing and office project in the Central Eastside area.

Public Participation
PDC and Opus drafted a Public Participation Plan which outlines how PDC staff and Opus Northwest LLC will work with stakeholders and the broader community throughout the development of the project to ensure that public aspirations and concerns are understood and considered by staff, the developer, and the PDC Board in planning and decision making. Specifically, the plan outlines:
- Public participation goals
- Identified stakeholders
- Public participation tools
- Preliminary public participation timeline, roles and responsibilities
- Tools for dissemination of public input
- Tools for evaluation of public participation process
The formation of a CAC was a requirement of the PDC Board when selecting Opus as the preferred developer. The CAC was also included as a tool in the Public Participation Plan.
The PDC Board approved the Public Participation Plan and Citizen Advisory Committee Charge in September 14, 2005. See the Central Eastside Events Calendar for the date and time of CAC meetings. Convention Plaza Property
The Burnside Bridgehead project involves the redevelopment of property owned by PDC on Blocks 67, 68, 69, 75 and 76. As part of the Burnside Bridgehead project, the Convention Plaza Building on Block 68 and the Ararat Bakery Building on Block 75 are slated for demolition in 2008. The tenants of the building will receive a relocation package from PDC. All leases have been renegotiated and will terminate by December 31, 2007.
Memorandum of Understanding
A Memorandum of Understanding (“MOU”) was executed between PDC and Opus on March 8, 2006. This non-binding document outlines the initial objectives of the Burnside Bridgehead project and the roles and responsibilities of the parties as the project moves forward.
