Objective
- To facilitate development in the district that generates significant new employment opportunities for new and existing businesses
- To support development of public infrastructure, transit, and to protect the district’s natural resources
- To encourage employers to provide quality job opportunities to residents of economically disadvantaged communities
- To utilize the land near Portland International Airport for a major mixed-use development, consisting of retail, office and hotels, capitalizing on the Max Light Rail line.
Overview
The Airport Way Urban Renewal Plan was adopted in May, 1986, with a plan termination date of May 15, 2011. The goals and objectives of the Plan have guided the Commission’s redevelopment and public investment activities since then. The district’s boundary has remained unchanged since its inception, spanning from NE 82nd Avenue, adjacent to the Portland International Airport, to the Portland city limits at NE 185th Avenue and Marine Drive. At 2,726 acres, the Airport Way URA is the City’s second largest urban renewal district.
The Airport Way Urban Renewal Area (URA) is unique in its absence of a substantial housing element and its proximity to major transportation infrastructure. As such, the URA’s primary goal has been to facilitate development to create a major eastside employment center. In 1989, the Commission and City Council adopted the Airport Way Development Plan which supports this employment goal through a mission to attract and support private investment in order to create more than 20,000 jobs by the year 2010.

Economic Development Highlights
Business Opportunities
The City of Portland and the Commission are committed to providing quality jobs and higher density employment for its residents, but there are limited opportunities for industrial businesses to expand in the Airport Way Urban Renewal Area. Much of the land has been developed into warehouses and distribution centers. As an incentive, the Commission developed the Quality Jobs Program (QJP), Economic Opportunity Fund (EOF), Direct TIF, and other assistance to assist industrial companies to build facilities with job quality and job density in mind. The Commission will continue to encourage high density, industrial development as opportunities arise throughout the district.
Development Opportunities
- Cascade Station Development is a 120 acre parcel of property located at the gateway to Portland International Airport, the southwest corner of the intersection of I-205 and Airport Way. Cascade Station is a mixed-use project that will feature major retailers, office space, hotels and other services. PDC owns development rights to 36 acres at Cascade Station, marketed through the Grubb and Ellis Company. At full build-out, Cascade Station will generate approximately 7,600 new jobs and over $2.4 million annually in taxes to the City of Portland.
- Riverside Parkway Corporate Center is a 38-acre industrial development project located in the eastern edge of the urban renewal district at NE 185th and Riverside Parkway. PDC has sold a large portion of the land to Portland Hospital Hospital Corporation and DP Partners. The balance of land still awaits sale. PDC’s goal is to site businesses here that meet our Quality Jobs Program goals.
