Public Participation & Education
PDC strives to involve and inform citizens in
decisions that affect our community's quality of life.
As the City’s urban renewal agency, PDC understands that involving members of the public in its projects, programs and decision making is essential in creating:
- Better projects that enhance community livability, sustainability and pride
- Citizen ownership of urban renewal projects, programs and decisions
- Public trust in the city’s urban renewal efforts
- Stronger collaborative partnerships with residents, local businesses and community leaders

With this in mind, PDC is committed to broadening and strengthening its public participation efforts in the Portland community in the following ways:
- PDC’s citizen-volunteer Board of Commissioners adopted a final PDC Public Participation Policy in June 2005 and an Urban Renewal Advisory Committee (URAC) Policy in September 2005 to ensure that appropriate public participation processes and activities are incorporated in PDC’s planning and decision making processes.
- PDC has developed a Public Participation Manual released July 2007. The purpose of this manual is to guide PDC staff in planning and carrying out effective participation.
Interested citizens may pick up a hard copy at PDC offices, 222 NW Fifth Avenue, or contact Joleen Jensen-Classen at 503-823-3352 or by email to have the manual sent by mail. - To help the public better understand PDC’s mission, structure, funding sources, programs and projects, PDC also sponsors various community education programs, including the PDC Speakers Bureau, an Urban Renewal course at Portland State University, and several Fix it Fairs run by the Bureau of Environmental Services.
- PDC also promotes citizen involvement with its Urban Renewal Advisory Committees (URAC) and other citizen advisory committees. If you are interested in serving on an advisory committee, you may apply online or contact us for more information.
