Centennial Mills Responses Open To Public Review
Last week Portland Development Commission (PDC) staff completed a review of the three responses to the Request for Proposal (RFP) for the redevelopment of Centennial Mills. All three proposals for the 4.5 acre site have been deemed responsive. The three fully developed proposals will now be vetted through a public process led by PDC. Based on a review of the proposals and comments received from the public, staff will recommend a preferred proposal and development team to the PDC Board of Commissioners in late March.
The ProposalsProposals were received from three nationally known development firms: Lab Holding, LLC from Costa Mesa, CA; the Cordish Company from Baltimore, MD; and Nitze-Stagen & Company from Seattle, WA. While quite different, all three proposals embrace the five Redevelopment Principles that emerged from the Centennial Mills Framework plan; a six-month public process completed in late 2006. Those principles are:
- Provide open space
- Capture history
- Define a community focal point
- Strengthen connections
- Embrace sustainability
The public can review and comment on the proposals several ways.
- The proposals are now on the Centennial Mills project website: http://www.centennialmills.org/opportunity/. E-mail comments can be submitted directly to PDC staff via the website.
- The proposals will be displayed at the Pacific Northwest College of Art (PNCA), 1241 NW Johnson, on Thursday, Feb. 7 from 5 p.m. to 9 p.m. as part of First Thursday activities. Comment cards will be available at the First Thursday event.
- Wednesday, Feb. 20, PDC will host an open house at PNCA from 6 p.m. to
9 p.m. The open house will feature presentations by all three firms.
In May 2007 the Portland Development Commission (PDC) issued a nationwide Request for Qualifications (RFQ) to development teams interested in the redevelopment of the Centennial Mills site in northwest Portland. Three teams were selected to move forward to the RFP phase. The RFP was issued in early September 2007 with proposals due back to PDC on Jan. 18, 2008.
