PDC Requests Extension Of BRAC Process
As part of its national Base Realignment and Closure (BRAC) process, the U.S. Department of Defense (DOD) has identified two properties in Portland which have been deemed surplus. The City of Portland has designated the Portland Development Commission (PDC) as the local redevelopment agency for the properties, with support from the Bureau of Housing and Community Development. The two identified sites are:
- Sgt. Jerome Sears US Army Reserve Center located in the Multnomah Neighborhood in Southwest Portland at 2730 SW Multnomah Boulevard
- 2nd Lt. Alfred Sharff US Army Reserve Center located in the Portsmouth Neighborhood in North Portland at 8801 N. Chautauqua Boulevard
In anticipation of the scheduled closure of the centers in 2011, PDC has been working to draft site reuse plans for submission to the DOD by the federally mandated deadline of Dec. 18, 2007. Based on further review of the requirements of the BRAC process, PDC has submitted a 180-day deadline extension request. Upon approval of the deadline extension request, the reuse plans would be due by June 2008.
Receipt of this extension allows PDC to continue its work with the DOD and the U.S. Department of Housing and Urban Development to ensure that the reuse plans meet all the requirements outlined in the BRAC process. To date, PDC has held two public meetings at each site regarding the base closures. The extension provides PDC with additional time to receive and process public comment and to confirm which uses may or may not qualify for no-cost or reduced-cost conveyance from the DOD.
“The ultimate decision for the reuse of these properties lies with the Department of Defense,” said PDC Executive Director Bruce Warner. “Extending the deadline to June 2008 will allow us to fully explore all of the options available before making a recommendation.”
