PDC Takes Action Giving Longtime N.E. Portland Non-Profit Hope For Capital Funding

Action Compliments a $500,000 City Council Grant from 2006

Today, the Portland Development Commission (PDC) added 0.43 acres to the Oregon Convention Center Urban Renewal Area to include property for the permanent home of the not-for-profit Miracles Club, a NE Portland institution for more than ten years, which assists individuals with recovery from drug and alcohol addiction.  The vacant parcel will be rebuilt into a development with Miracles as the primary ground floor use with 30-40 units of housing above.  This action allows the Club to request PDC housing resources as part of the thirty percent housing set aside policy.

Miracles provides services for people in recovery and their families, including 12-step meetings, a social gathering space, and weekly family nights where parents and their children get together in an atmosphere free of drugs and alcohol.  Miracles currently rents space nearby at the corner of N.E. Martin Luther King Jr. Blvd. and Mason.

“The Miracles Club is a vital resource in our city for individuals and families dealing with drug and alcohol issues,” stated City Commissioner Dan Saltzman. “In addition to the Club’s work with individuals in recovery, it continues to provide essential services in the reduction of crime in the general area.”

In December 2006, City Council granted Miracles $500,000 from the General Fund to enable the non-profit to purchase property along Martin Luther King Jr. Blvd.  The goal was to help the Club transition from renting space to a more secure position of ownership. Shortly thereafter, in April 2007, City Council sought the expertise of the PDC and requested the agency’s assistance in bringing Miracle’s into an urban renewal area. This URA plan amendment will allow the organization to work toward securing a permanent home in NE Portland.

PDC Chair Mark Rosenbaum led the Commission’s unanimous approval by saying, “This is a terrific project for an organization that has more than a decade of success in providing prevention and treatment services.”
