Request for Qualifications for the Centennial Mills
The Portland Development Commission (PDC) is actively seeking responses to the Request for Qualifications from developer-led teams interested in and capable of meeting the City’s desired goals in redeveloping this 4.5 acre site in the heart of downtown Portland. Centennial Mills represents one of Portland’s greatest opportunities to create a community-defining riverfront while preserving a unique piece of the City’s history.
PDC’s hope is to attract inspired and creative national and international teams to submit their qualifications by May 23, 2007. At the end of the selection process, three teams will be chosen to proceed to the Request for Proposal (RFP) stage. Each team chosen to proceed will receive a $40k stipend to develop their proposals. The three fully-developed proposals will be vetted through a public participation process. Final selection will be made by late 2007.
The Centennial Mills Framework Plan outlines Portland’s interest and aspirations for redevelopment of the site. The framework plan is the result of a six month public process and was approved by the Portland City Council in December 2006. The plan does not prescribe particular redevelopment schemes for the property, rather it outlines various development opportunities and lays out five key principles to guide redevelopment: Provide open space, capture history, define a community focal point, strengthen connections, and embrace sustainability. PDC was created by Portland voters in 1958 to serve as the City’s urban renewal agency as laid out in Chapter 15 of the City’s Charter. PDC provides comprehensive housing, development and economic development programs within the Portland region.###
