Community Livability Grants Available for Projects in the Interstate Corridor Urban Renewal Area

The Portland Development Commission (PDC) announces the availability of funds for community livability projects in the Interstate Corridor Urban Renewal Area (ICURA). The Community Livability Grant Program awards grants for capital improvements for community facilities or historic/cultural preservation projects. The program invests in facilities and other assets of ICURA neighborhoods that can increase livability for residents and that make these Portland neighborhoods unique.

Up to $300,000 in Community Livability Funds will be awarded in fiscal year 2007-2008. Projects must be sponsored by a neighborhood association, business association or public or non-profit tax exempt entity.

The ICURA Community Livability Grant Program defines ‘community facility’ as a structure or area with a primary use that: promotes the arts, supports multi-cultural and/or intergenerational activities, provides childcare, a community meeting space, or which otherwise can meet the needs of the broader ICURA community. PDC awarded a total of $50,000 in ICURA Community Livability Grants in fiscal year 2006-07. Projects receiving awards included a wheelchair ramp for a community medical center, acoustic upgrades in a historic community meeting facility, and new trees and benches for a neighborhood school playground.

Proposals are due at PDC on Tuesday, May 22, 2007 by 5:00 p.m. Proposals will be reviewed by the ICURA Community Livability Committee who will make recommendations back to PDC. Decisions will be announced on Tuesday, July 31, 2007. Projects can begin as soon as the grantees have entered into a Letter of Agreement with PDC.

Applicants are strongly encouraged to attend one or more informational drop-in sessions to get answers to questions regarding project eligibility, the application, and selection process. Drop-in sessions will be held on April 10, 2007 at the Interstate Firehouse Cultural Center, 5340 N. Interstate Avenue at the following times: 11:00 a.m.-1:00 p.m.; or 5:00 p.m.-7:00 p.m.

PDC was created by Portland voters in 1958 to serve as the city’s urban renewal agency as laid out in Chapter 15 of the City’s Charter. PDC provides comprehensive housing, development and economic development programs within the Portland region.
