PDC Board Meeting to Include Discussions of Annual Diversity in Contracting Report and Work Session on Construction Wage Study


WHAT
 

The regular bi-monthly meeting of the Portland Development Commission will discuss several items of importance:

  • Presentation of the Commission’s Annual Diversity in Contracting and Workforce Training Report as well as a diversity and workforce report for the South Waterfront district.
  • Work session #4, and the final work session, on the Construction Wage Study. It is possible the PDC Board may take action on a new construction wage policy.

Attending will be four current members of PDC’s Board.

At approximately 9:30 a.m. there will be a panel discussion on the topic of apprenticeship and training that will include: Daniel Graham (NW College of Construction); Ken Fry of the International Brotherhood of Electrical Workers; and Steve Simms and Dan Gardner from the Bureau of Labor and Industries.


WHY
 

For fiscal year 2005/06, PDC had goals of 20 percent utilization for both minority, women and emerging small businesses and for the workforce training and hiring program. The 20 percent utilization goal total equaled 19.61 percent. The training and hiring program exceeded the goal with a total of 23.4 percent.

In August 2006, the PDC Board launched a series of public work sessions known as the Construction Wage Study. The purpose is to determine whether the PDC should set a policy requiring prevailing wage rates on projects which are owned privately but receiving PDC subsidy. This is work session #4 and may include the PDC Board outlining its parameters for a potential wage policy.
