The Portland Development Commission (PDC) now has funds available for community livability projects in the Interstate Corridor Urban Renewal Area (ICURA). The Community Livability Grant Program, administered by PDC, awards funding for projects that involve physical improvements to community facilities, open spaces or historic/cultural preservation. Portland, Oregon – On February 10, 2010, the Portland Development Commission (PDC) authorized funding to support the construction of more than 2,000 square feet of new wet lab space at the Portland State University Business Accelerator (PSBA), located at 2828 SW Corbett Avenue. Construction will begin in March to create up to six new private lab spaces for companies and common lab space for use by additional companies, addressing the requirements particular to wet labs, including access to direct ventilation, water and specialized piped utilities. The space was made possible as the result of a partnership between the PDC, Oregon Health & Science University (OHSU) and Portland State University (PSU), with input from the Oregon Bioscience Association (OBA).

- Recommended Changes to the City's Transit-Oriented Development (TOD) Tax Exemption Program—The City’s TOD tax exemption program provides an incentive for new multifamily and mixed-use development to support the regional light rail system and other forms of public transit. It is currently available in light rail station areas along the east-west MAX line, the Hollywood and Lents Town Centers, the Gateway Regional Center, and a portion of Northwest Portland.
The Planning Bureau's staff proposal to the Planning Commission is to expand the TOD program boundaries to cover the Interstate and planned I-205 light rail station areas and three Main Streets with frequent bus service.
