The Portland Development Commission (PDC) invites proposals from development teams interested in purchasing RiverPlace Parcel 8 and executing a development that addresses the criteria described in the RFP. The selected development team will have the opportunity for a First Right of Offer on RiverPlace Parcel 3.
Parcels 8 and 3 are the last remaining vacant parcels within the award-winning 73-acre RiverPlace waterfront planned development in downtown Portland, Oregon.
Key highlights of the RFP include:
- No program requirements on Parcel 8—responders should determine the most realistic and feasible development program for the site, with a commitment for high-quality design
- Streamlined response requirements
- Evaluation criteria focused on development team qualifications and purchase price
- No requirements, at this time, for advance design proposals
- First Right of Offer on Parcel 3 for the successful development team. Program requirements on Parcel 3 include 100-units of affordable housing and ground floor retail, with a strong preference for a neighborhood grocery store
