PDC Housing Goals
The PDC receives financial resources from the City of Portland, the federal Department of Housing and Urban Development (HUD), private lenders and from designated urban renewal areas in the form of Tax Increment Financing. With these resources, the PDC provides development support to projects that fulfill the City's housing goals.
As a public lender, the PDC evaluates each prospective project to assess its effectiveness in furthering City housing goals; therefore, developers are encouraged to learn more about these goals and current priorities.
The City's Comprehensive Plan Housing Policy, adopted December 16, 1998, states that the City's primary housing goal is to:

Specific projects may be approved for funding because they meet one or more of the City's objectives, including affordability, increasing use of public transportation, neighborhood revitalization, urban renewal or sustainable development.
