Below is a link to the draft final plan for the reuse of the 2nd Lt. Alfred Sharff Army Reserve Center (8801 N. Chautauqua Blvd.). The plan recommends continuation of the existing land use of the site and that the property be transferred to the Oregon Military Department for use by the Oregon Army National Guard. It will be presented to City Council at their regularly scheduled April 9th meeting. All public comment on the plan received through the website will be included in the presentation to City Council. PDC Requests Extension Of BRAC Process
As part of its national Base Realignment and Closure (BRAC) process, the U.S. Department of Defense (DOD) has identified two properties in Portland which have been deemed surplus. The City of Portland has designated the Portland Development Commission (PDC) as the local redevelopment agency for the properties, with support from the Bureau of Housing and Community Development. The two identified sites are:
- Sgt. Jerome Sears US Army Reserve Center located in the Multnomah Neighborhood in Southwest Portland at 2730 SW Multnomah Boulevard
- 2nd Lt. Alfred Sharff US Army Reserve Center located in the Portsmouth Neighborhood in North Portland at 8801 N. Chautauqua Boulevard
In anticipation of the scheduled closure of the centers in 2011, PDC has been working to draft site reuse plans for submission to the DOD by the federally mandated deadline of Dec. 18, 2007. Based on further review of the requirements of the BRAC process, PDC has submitted a 180-day deadline extension request. Upon approval of the deadline extension request, the reuse plans would be due by June 2008.
Receipt of this extension allows PDC to continue its work with the DOD and the U.S. Department of Housing and Urban Development to ensure that the reuse plans meet all the requirements outlined in the BRAC process. To date, PDC has held two public meetings at each site regarding the base closures. The extension provides PDC with additional time to receive and process public comment and to confirm which uses may or may not qualify for no-cost or reduced-cost conveyance from the DOD.
“The ultimate decision for the reuse of these properties lies with the Department of Defense,” said PDC Executive Director Bruce Warner. “Extending the deadline to June 2008 will allow us to fully explore all of the options available before making a recommendation.”

Thank you to everyone who attended the public meetings at the Sharff and Sears Army Reserve Centers. The constructive input you provided is essential in moving forward with the reuse planning process for both sites. As you saw, the site analysis and market reports have helped identify the sites’ opportunities and constraints and have helped focus the range of reuse possibilities. However, reports cannot provide what you, the community and stakeholders, expressed about how reuse of the sites will affect life in the neighborhood. Finally, to be clear, the final reuse plan will take into account the site’s physical characteristics, the site’s zoning and other regulatory framework, city policy, and community input.
Many in the community would support reuse options including:
- Use by the Oregon National Guard
- Use for community facilities, including programs from Mt. Olivet Baptist Church
- Development of market-rate, for-sale housing
Some in the community would not support reuse options that include development of low- or very-low income rental housing components.

Project Information
The U.S. Department of Defense has identified two of its properties (see chart and maps below) located in Portland as surplus property. Notice of this decision was published in the May 9, 2006 (Volume 71, Number 89) Federal Register. In response, the City of Portland designated PDC as the official Local Redevelopment Authority (LRA) in order to serve as the point of contact to coordinate State and Federal assistance, solicit public participation, and prepare a base reuse plan.
With the help of the Bureau of Housing and Community Development (BHCD), PDC will coordinate determination of the end use of the properties through development of a reuse plan. Once the plan has been finalized PDC will develop the economic adjustment program for disposition of the two sites. This program will depend upon the final reuse plan and identified uses. After PDC was recognized as the area’s LRA, the initial step was solicitation of notices of interest (NOI) from entities interested in acquiring the sites. The LRA received notices of interest from homeless service provides, educational institutions, private developers, and local and state government agencies, some of whom requested consideration for a public benefit conveyance. All parties who submitted NOIs will be considered in the reuse planning process.
Federal Base Realignment and Closure regulations require the LRA to coordinate with local homeless service providers to create a “homeless assistance submission” as part of the base reuse plans. These submissions will evaluate how homeless assistance could be incorporated into the future reuse of the sites. As a first step, the LRA has solicited formal proposals from the homeless service providers who were approved in the NOI process. These proposals will be reviewed by the LRA to determine their suitability to the sites and their compatibility to the City’s 10 Year Plan to End Homelessness. The proposals will also be made available for public review during the open houses to be scheduled at each site.
The local reuse process is currently in the data collection and analysis phase. The site and market analyses will be used to inform the development of the site reuse alternatives. Public open houses for review of the analyses and discussion of reuse alternatives are planned for late July.
