Home Improvement Loans & Programs
PDC, through the Neighborhood Housing Program, has been a vital resource to Portland residents for home improvement for more than 40 years.
Limited Tax Abatement for Single Family Owner-Occupied Rehabilitation
The City of Portland offers a 10-year limited tax property abatement on any increase in assessment value that results from the rehabilitation improvements made to qualifying owner occupied single family homes.
Portland Regional Lead Hazard Control Program
Provides financial assistance to identify, control and reduce lead-based paint hazards.
PDC Community Renovation Loan
Offers eligible homeowners funds to refinance and renovate their home.
Rate Reducer - a permanent interest rate buy-down program for homebuyers and current owners in many of Portland's Urban Renewal Areas.
The following program is only available in the Lents Urban Renewal Area:
- Home Repair Loan - a low interest rate loan of up to $30,000 with a 3-5% annual percentage rate for low-income home owners.
Currently, PDC has funding in the Lents Town Center URA.
PDC also administers the Beaverton Home Repair Loan – a home repair loan program from the City of Beaverton to assist income eligible Beaverton homeowners with basic, essential, emergency or code repairs.
