Operation H.O.M.E.
A collaboration of public and private organizations who are committed to increasing the homeownership rates for people of color.

Mortgage Credit Certificate
The Mortgage Credit Certificate (MCC) Program is for first-time homebuyers in Portland.

PDC Oregon Bond Loan
A purchase and renovation loan for first-time homebuyers in Portland.

PDC Community Renovation Loan
A purchase and renovation loan for homebuyers in Portland.

Portland Regional Lead Hazard Control Program -
Provides a $10,000 grant in older homes to identify, control and reduce lead-based paint hazards.

Single Family New Construction Tax Abatement Guidelines
An incentive program to encourage home builders to build and sell newly-constructed homes in Portland’s Homebuyer Opportunity Areas to households earning 100% of median income or less.

System Development Charge/Fee Waivers
A subsidy program for homebuilders who build and sell homes to eligible homebuyers in Portland.

Currently, PDC has funding in the Downtown Waterfront, Gateway, Interstate Corridor, Lents Town Center, Oregon Convention Center, and River District URAs.

Down Payment Assistance Loan - a homebuyer assistance tool designed exclusively for first time homebuyers who are buying a home in one of Portland’s Urban Renewal Areas.
JumpStart - a temporary interest rate buy-down program for first-time buyers.
Rate Reducer - a permanent interest rate buy- down program for homebuyers and current owner.
