About Housing Services

The Portland Development Commission is committed to sustaining and improving Portland's livability through the development of new and the revitalization of existing housing throughout Portland. Our housing programs target a variety of Portland's housing goals and objectives, including density, mixed-use, transit-oriented, and affordability for a variety of income levels.

Whether you are a housing developer, a land owner, an investor or lender, a rental property owner, or a homeowner or first-time homebuyer, we're here to help. Together we can create home ownership and rental opportunities throughout Portland.

PDC's Housing Department Has Three Main Focus Areas...

Asset Management

Asset Management monitors and enforces the compliance, reporting, and performance terms tied to financial assistance provided for the development or rehabilitation of housing.

Housing Development

Housing Development helps affordable housing partners purchase, construct, or rehabilitate multifamily rental and for-sale properties in Portland, in both urban renewal areas and citywide. Staff expertise includes commercial real estate and tax credit financing, coordination with PDC and city policies and plans, technical assistance, community outreach, and coordination of other funding resources.

Neighborhood Housing program

The Neighborhood Housing Program (NHP) offers a variety of home loan and grant programs to purchase, repair and renovate owner-occupied housing in Portland.

We work with communities to evaluate their housing needs and visions, and then work with development and funding partners to achieve those community aspirations.

Most often our investments are in housing development and homeowner finance tools that are neglected by traditional institutions.
