Neighborhood Housing Program

PDC’s Neighborhood Housing Program (NHP) has home loan and home buyer assistance programs to help you purchase a home of your own in Portland. These programs can lower your monthly house payments, reduce the amount of cash you need to buy a home, and increase your purchasing power.

Home Loan Programs

To help you purchase and renovate a home of your own, NHP offers the following home loan programs:

PDC Oregon Bond Loan
A state-sponsored purchase and renovation loan for first-time homebuyers with low monthly payments.
PDC Community Renovation Loan
A purchase and renovation loan to help you buy and repair a home of your own.

Additional Home Buyer Assistance Programs

In addition to the above home loan programs we also offer additional home buyer assistance programs in the many of Portland's Urban Renewal Areas (URAs). These include:

Down Payment Assistance Loan - a homebuyer assistance tool designed exclusively for first time homebuyers who are buying a home in one of Portland’s Urban Renewal Areas.
Currently, PDC has funding in the following URAs:
- Interstate Corridor: Due to the high demand by first time homebuyers, we have expended all of our funds in the Interstate Corridor Urban Renewal area for the remainder of fiscal year 2009/10. We will have additional funds for the Down Payment Assistance Loan in July of 2010.
- Lents Town Center
Mortgage Credit Certificate – a federal tax credit program for first-time homebuyers in Portland.

NHP also administers the Single-Family New Construction Tax Abatement Program. Through this program participating home builders are able to offer eligible home buyers a 10 year property tax abatement on newly constructed homes located in a Home Buyer Opportunity Area.
