After an extensive public involvement process, the Portland Development Commission has proposed major changes to the city’s downtown urban renewal areas (URAs). Since urban renewal investments in Downtown Waterfront and South Park Blocks URAs will soon be complete, the Commission is recommending both districts pay down their debt and critical remaining projects and associated acreage be moved to the River District URA.

In order to complete these and other projects in the River District, the Portland City Council will consider adoption of four separate ordinances. Two ordinances will approve amendments to reduce the size of Downtown Waterfront and South Park Block URAs. These amendments will not increase the maximum indebtedness that may be incurred under those plans. A third ordinance will approve an amendment to the River District Urban Renewal Plan to expand the River District boundaries and increase its maximum indebtedness to a new total of $549.5 million.

A fourth ordinance will approve an amendment to the River District Urban Renewal Plan to increase the River District’s maximum indebtedness by an additional $19 million to a new total of $568.5 million. The amendment also expands the River District boundaries to include a parcel located in the David Douglas School District proposed for use as a public school/ community center. Both River District ordinances approve substantial amendments to that district’s URA plan.

  • Reduce school overcrowding by constructing a new elementary school
  • Construct street improvements and other infrastructure
  • Provide a multi-purpose Community Center
  • Have classrooms and other public spaces for Head Start, computer center and adult education classes
  • Provide access to open spaces
