Development Opportunity Services (DOS) Program
River District - Old Town / Chinatown

PDC and the Portland Office of Transportation are designing street and sidewalk improvements for the Northwest Third and Fourth Avenue rights-of-way that will significantly enhance the cultural and architectural attributes of Old Town/Chinatown and will foster new investment and redevelopment in a historically depressed neighborhood. As part of this project, PDC is making funds available for property and business owners to participate in the DOS program.

The goals of the 3rd & 4th Avenue streetscape project are 1) to capitalize on the success of the Classical Chinese Garden by fostering new private reinvestment in the surrounding area; 2) to preserve and enhance the cultural and historic characteristics of this historic district; 3) to implement a priority capital improvement objective of the Old Town/Chinatown Development Plan, and 4) to create a contextual framework for attracting substantial private investment as the goal of achieving a diverse mixed-use specialty retail, residential and commercial district.
