The Portland Development Commission (PDC), from its start as an urban renewal agency, has been heavily involved as a leader in the planning and implementation of comprehensive Central City and neighborhood revitalization projects.
The principal work of PDC's development services is to implement plans unique to each Urban Renewal Area with a varied and integrated approach to revitalization. Development work includes commercial, retail and institutional, residential and mixed use, streets, mass transit and parks development.
Consistent in our work is the ultimate goal towards creating healthy and vibrant neighborhoods througout the city.

PDC's development efforts include:
- Strategic Redevelopment Planning
- Predevelopment Assistance
- Property Acquisition and Redevelopment
- Public Infrastructure Projects
Our efforts fall within Urban Renewal Areas (URAs) and target areas. Links to each of our URAs are found under the main Urban Renewal Areas button to the left where you can find featured project detail.
Financial assistance for property redevelopment may be available through the following programs (more information about each can be obtained by clicking on the links):
- Commercial Property Redevelopment Loan Program
- Signage and Lighting Improvements Grant Program
- Development Opportunity Services Grant Program
- Community Livability Grant Program
