As part of its ongoing commitment to support businesses and retailers and to stimulate revitalization, the Portland Development Commission (PDC) administers the Signage and Lighting Improvement Program (SLIP) to provide a supplemental financial grant match for new or upgraded signage, improved store window and storefront lighting, and improved awnings that will enhance the overall commercial façade appearance. The goals of emphasizing these specific categories are to:
- Create a positive retail and pedestrian environment
- Improve public safety perceptions
- Create a sense of place that contributes to a strong downtown
The SLIP grant funds are a supplemental match to the PDC Storefront Improvement Grant program and are applicable toward lighting, signage and awning improvements only. The maximum potential SLIP grant supplement available is 60% of the required applicant contribution to the Storefront program, up to $12,000. These grants do not have to be repaid.
Primary program eligibility requirements are:
- The project building must be located in one of the targeted areas identified within three downtown Urban Renewal Areas: Downtown Waterfront, South Park Blocks, and River District (see map).
- The applicant’s project must first qualify for and meet the requirements for a PDC Storefront Improvement Grant.
