Effective April 1, 2008 - New Business and Workforce Equity Policy - DRAFT
Effective April 1, 2008, PDC has implemented a new Business and Workforce Equity Policy to promote diversity in all aspects of purchasing and contracting. PDC encourages our partners / developers to use Veteran –owned businesses even though utilization is not measured. The new good faith effort program is entitled the Business Equity Program and encompasses new actions and options to increase utilization and growth of certified firms:
- All firms performing on PDC projects are required to be certified by the City of Portland as an Equal Employment Opportunity Employer.
- Expanded outreach to certified firms
- Small business friendly practices, and
- Capacity-building for certified firms.
Utilization goals have also changed. Rather than 20% of the PDC investment in a project, the new goal is 20% of the total hard construction costs, based on availability. The availability analysis done in 2007 indicated that 40% of the scope for high-rise, concrete and steel frame construction projects had a limited number of certified firms capable of performing the work; consequently, the goals on these projects may be adjusted down to 12% of total hard construction costs. Utilization of certified firms encompasses prime contracting and all levels of subcontracting counting only the work actually performed by a certified firm.
The Workforce Equity Program contained in the policy:
- Encourages the use of veterans and people with disabilities in the workforce, and
- Encompasses the Workforce Training & Hiring Program
