Competitive solicitation is not required. Utilization of minority, women-owned business and emerging small business is strongly encouraged in all PDC contracting. Invitation to Bid and Request for Proposal/Request for Qualification are advertised in the Daily Journal of Commerce and posted on PDC's web site. - Flexible Services Contracts
A Flexible Service Contract is "A contract for services, including personal services, that has repetitive requirements on an as-needed basis." These contracts are established through a formal Request for Qualification (RFQ) process to encourage wider participation in the solicitation and reduce the number of small service contracts. Requirements for Doing Business with PDC
Vendors must be Equal Employment Opportunity (EEO) certified. To find out more about EEO certification, visit the City of Portland's website.
Vendors doing over $25,000 of business annually in the City of Portland must be licensed in the City of Portland. For more information visit the city's website at: www.licenses.ci.portland.or.us.

- Signup to be notified by email when a new Request for Proposal (RFP), Request for Qualification (RFQ) or Invitation for Bid (IFB) is posted on our website.
- Attend one of our annual outreach activities. (Information will be posted on our website and we will notify you by email if you subscribe online at www.pdc.us/signup.)
